The aim of this research is to know the upliner responsibility so each of downliner will be comfort to participate in MLM.
The research method is normative research and the secondary data is in the form of books of literatures, and the customer magazine and article about I'LM_ The primary material of law in form and regulation and legislation was analized by descripting of the positive law.
The result of this research explained that the upliner responsibility hasn't been success due many obstruction. There for the government has to make rule for the comfortable and safety of this business
