Information system architecture planning is one of the efforts needed by the organization
so that the information systems and technology implemented are in accordance with the
organization's business needs. The BKPSDMD of Belu Regency has not carried out
information system architecture planning or implemented information systems using
technology as a whole. Therefore, an information system planning is needed to identify
the system and technology that will be used. Of course the system and information
technology must be in accordance with the organizational structure, main tasks and
functions, as well as the needs of the organization. The purpose of this research is to
build a new model (Blue Print) for Information System Architecture in the field of
Government that can integrate business and information technology in order to increase
the effectiveness and efficiency of performance in achieving organizational strategic
goals. The methodology used in planning the information system architecture is TOGAF
Version 9.2 with ADM as the architectural development method. The TOGAF ADM
stages carried out in this research are starting from the Preliminary Phase to Phase E:
Opportunities and Solutions. Information system planning produces a blueprint that is in
line with the business needs of the organization which consists of business architecture,
applications, data and technology. This research is a qualitative descriptive research
with a case study approach. The subjects in this study were respondents who had the
authority to make decisions regarding ICT and ICT users at the Belu District BKPSDMD
Office. Business requirements consisting of Data Architecture, Applications and
Technology are identified and proposed to support business activities in order to achieve
organizational goals. The novelty of this research is using a combination of TOGAF
ADM and IT BALANCED SCORECARD methods as a measure of the extent to which IT
performance in the organization is running and aligning with the vision, mission and
future targets of the organization that have been planned. It is hoped that the
development of the blue print will produce good public services for the community and
employees.
