This research is motivated by the development of digital technology that cannot be
avoided and must be followed. Therefore, it is undeniable that the public's need for
electricity has become a basic need that must be met, due to the increasing use of
gadgets or computers today, coupled with the pandemic COVID-19 that has hit the
world including Indonesia, thus requiring all activities must be done from home.
This study aims to determine the protection of consumer’s rights to get the correct
information against rising electricity bills during the pandemic COVID-19. The
formulation of the problem taken is related to the form of knowing the protection of
consumer’s rights to correct information against rising electricity bills during the
pandemic COVID-19. The analytical method used in this research is normative
juridical. Secondary data in this study were obtained from statutory regulations,
books, journals and the internet whose material is related to this research materials
and conducted interviews at PT PLN (Persero) UIW Kaltimra in Balikpapan City.
Consumers have rights that have been regulated and protected in Law Number 8 of
1999 concerning Consumer Protection, so that PT PLN (Persero) has an obligation
to fulfill consumer rights. If PT PLN (Persero) as a business actor does not carry
out these obligations, PT PLN (Persero) has the responsibility to provide
compensation to consumers. The form of responsibility of PT PLN (Persero) as a
service company is professional responsibility for negligence.
