This legal thesis discusses about the implementation of alteration of land
rights, namely the right to build into ownership rights for residential house in
Magelang Regency. The issues that will discussed is about how to implement the
change in right in this case the alteration from the right to build into ownership
rights for residential house at Mertoyudan Subdistrict and Muntilan Subdistrict in
Magelang Regency.

The type of this legal thesis research conducted empirical legal research
which is focusing on social facts. The data source used is primary data and
completed with secondary data source. This research uses purposive sampling
methods because Magelang Regency are wide scale so this research focused at
Mertoyudan Subdistrict and Muntilan Subdistrict. In this study, researchers will
obtain qualitative data and for draw conclusion researchers use induced
intellective methods.

All respondents have made alterations from right to build into ownership
rights for their house. But most of respondents did the assesesments by using PPAT
service. In addition, respondent who have improved deal the many good point of
the alteration of land right from right to build into ownership rights. As for
constraint or barriers felt by applicant and PPAT when alteration from the right to
build into ownership rights for residential house.

That the ialteration of right to build into ownership rights for residential
house at Mertoyudan District and Muntilan District in Magelang Regency has been
carried out in accordance with procedure and laws. In orders for alteration of right
to build into ownership rights continues to run, land offices can do counseling to
the community especially Magelang Regency Citizens.
