Indonesia is the country with the second longest coastline in the world which has
great potential in the salt industry. Unfortunately, this potential has not been
maximized. This can be seen from the number of salt imports in Indonesia, from
2015-2019 higher than the national salt production. In 2018, the Indonesian
Government published Government Regulation No. 9 of 2018 concerning
Procedures for Controlling Imports of Fishery Commodities and Agricultural
Commodities as Raw Materials and Industrial Helpers made to implement the
provisions of Article 5, Article 33, and Article 97 of Law No. 3 of 2014 on Industry
and Article 37 of Law Number 7 Year 2016 concerning the Protection and
Empowerment of Fish Farmers , and Salt Farmers. This study aims to find out how
the implications or impacts with the establishment of Government Regulation No.
9 of 2018 on the social welfare of salt farmers. The method used in this study is a
normative method that uses literature studies. The results of this study show that
under Government Regulation No. 9 of 2018, salt governance in Indonesia
becomes problematic. This would affect the certainty of salt farmers' business
because it has an impact on income that is part of their social welfare.
