The subject of human law is any person who has the ability to support the rights and
obligations.Disabilities is also the subject of law. It can be seen from the Law No.4 of 1997
concerning Disabled Persons, Government Regulation No.43 of 1998 on Improving Social
Welfare for People with Disabilities and the MPR RI No. XVII/MPR/1998 on Human Rights.
Legislation is intended as a cornerstone in ensuring the basic rights of people with disabilities as
subjects of law, and ensuring equality in treatment without discrimination on any ground for
welfare. One form of protection in the regulation, set about improving the welfare of disabled
persons related to the equalization of opportunities in the field of employment.
