Abstract

This research aims to describe the program of the Environmental and Forestry
Office of Special Region of Yogyakarta towards the empowerment of forest village
communities. It includes the process and the obstacles faced when processing to maintain
the welfare of forest village communities and the sustainability of forest natural resources.
Empirical research method is used as the method for conducting the research. Empirical
research method is a method focusing on social facts. The result shows that the process of
the empowerment of forest village communities is done by changing self-management,
supporting cooperation and changing licensing. To overcome the problems, the
government provides socialization for the communities, time adjustment for activities in
the state forest, and make shelter water in every area of state forest which managed by the
communities. The Department of Environment and Forestry DIY do the empowerment in
three schemes. The first scheme is self-management which runs in the eucalyptus area. The
second scheme is cooperation which runs in the pine forest area for tourism. The third is a
licensing schemes that runs in the Kalibiru tourist area. The community sells environmental
services. There are various obstacles in conducting the empowerment process. For schemes
around eucalyptus areas, the obstacle is about human resources. The employee are mostly
in unproductive age. So that, it is difficult for the community to regenerate the leadership
structural. To overcome this problem, the government has conducted socialization for the
forest village community. On the other hand, for the pine forest area, the availability of
water is the main obstacle. The water reservoir is made to overcome the problem.
