The increasing number of Indonesia's population from year to year results in an
increase in the volume of waste. The lifestyle of modern society has an impact on
the increasingly diverse consumption patterns of society, so that it has an impact
on increasing types of waste causing waste pollution. Waste must be seen as a
resource that has economic value and provides benefits, such as waste that is
managed into compost, fertilizer, industrial raw materials and others. The research
was conducted with empirical legal research that focuses on social facts. This
research data is obtained by interviewing respondents related to waste problems
and literature study, through regulations, books, journals, and newspapers. The
results showed that the source-based waste management had been implemented but
not maximally. The City Government and the community have been able to handle
waste and manage it with the Garbage Bank, Waste Self-Management, and TPST
3R. The City Government involves all aspects of the community, from the village /
kelurahan, traditional village, and the sub-district itself. The obstacle faced are:
socialization, TPST3R facilities and land. The Solutions taken are land acquisition
to facilitate TPST3R, door-to-door socialization, develop technology for specific
waste and hazardous waste management, sanctions and warnings.
