Abstract

An environmental policy has been created which requires the polluter to bear the costs and responsibility of the pollution and the externalities that are proximate in cause of the pollution. This is the Polluter Pays Principle. Polluter pays the principle given as a principle in Indonesian law which is realized by the polluter pays principle according to the OECD. In this case, it will be discussed about the implementation of the principle of payment through waste fees in the Kraton district. Waste fees are an important element in the community cycle, the existence of regulations on waste fees is a form of social order in realizing an order in society. The
purpose of this research is to learn how to implement the pollutant pay principle and learn how to resolve the pollutant implementation principle. This research is an
empirical law, with a focus on interviewees and respondents as primary data and secondary data from literature, books, journals, research results, internet and others. Data collection method is by interviewing Lurah Panembahan, Lurah Kadipaten and residents using a questionnaire, literature study and analysis method carried out by understanding the systematic collection or review of data collected systematically. The results showed that the Polluter Pays Principle had not been implemented well. The community pays waste fees only as a social obligation, not because of self�awareness as pollutants.
