Pematang Siantar city. In UU No.2 of 2002 concerning the Police of the Republic of Indonesia, the functions
and duties of the Police are established. In this case the police are one of the main elements of the judicial
system which have a key role in preventing and overcoming crimes that must be carried out and properly
without any uncertainty because in the law the police have the duty and authority to state that the police have
the responsibility to deal with all acts. in the form of preventive or preventive measures, the Police of the
Republic of Indonesia have heavy duties due to the overall security and security of the country. The role and
efforts made by the police in tackling crime of togel gambling can be seen from the efforts made by the Police in
carrying out their duties either pre-emptively, preventively or repressively. In a preventive effort, the police
