This thesis research about Legal Aspects of Protection of the Tondano River from
Pollution Based on Manado City Regional Regulation Number 7 of 2006
concerning Solid Waste Management and Cleaning Service Retribution.The
problem in this thesis is Tondano River considered as one of the biggest river that
have become life source for citizen in Manado. In fact, there are civilans who still
do littering eventhough there are already rules applied for prohibition of littering.
Furthermore, penalty have been settled for those who violate the regulations. This
legal writing is using Empirical Law Research focused on the current social facts,
interviews are held directly to interviewee in order to gain primary data as well as
collecting secondary data consists of Primary Law and Secondary law. From the
data analysis with inductive method, it can be concluded that government in terms
of enforcing the law to protect Tondano River from defilement have partner with
citizens living there by doing socialization, kubus apung, community service and
inspection. However, there are obstacles on the implementation due to the lack of
public awareness , limited facility of waste transportations fleets, temporary trash
sorting that are no longer in use.
