Sustainable national development requires legal security support. In the land sector, land registration is an activity carried out by the government in the context
of providing guaranteet legal certaint. Since 2016, the government has held activities designated by complete systematic land registration or Pendaftaran Tanah Sistematis Lengkap (PTSL) whose purposes is to certify all land plots that still does not have certificates and to prevents disputes and conflicts over lands. This research was conducted to find out how the implementation of PTSL in one of the cities in Indonesia, Kupang. Kupang become one of the PTSL location where in 2019 it received a quota of 2000 certificates whis had to be issued. Based on this research, there are some obstacles in the implementation PTSL in Kupang city that not only from the community who are not prepared the administrative requirements but also on the lack of human resources from the land office.
