Abstract
Health is a human right and one of the elements of welfare that must be realized in
accordance with the ideals of the Indonesian people as intended in the Pancasila and the
opening of the 1945 Constitution of the Republic of Indonesia. along with the
development of the age of the type of crime increasingly developing and diverse, one of
which is counterfeiting of goods, including counterfeiting of health goods such as
vaccines. This study entitled the accountability of counterfeit vaccine circulation at
Elisabeth Bekasi Hospital. in this study, researchers will discuss this with the normative
method, namely by comparing the applicable regulations with the reality that occur.
Indonesian law regulates sanctions if the hospital does not meet the requirements for
medical and non-medical equipment that are of good quality, safe and suitable for use,
the hospital can be revoked or the operational permit not extended in Article 17 of the
Hospital Law. however, the implementation of this law is not real, because Elisabeth
Bekasi Hospital as a corporation does not even accept any sanctions and continues to
operate. Hopefully, this research can add insight in general to every reader, also add
awareness and special information to law enforcement agencies.
