Abstract

The abstract of this thesis is entitled "Implementation of the Registration of
Property Rights on Land based on the Regulation of the Minister of Agrarian
and Spatial Planning / Head of the National Land Agency of the Republic of
Indonesia Number 12 of 2017 concerning Complete Systematic Land
Registration Acceleration in Medan City". The problem raised in this paper is
how the legal aspects regarding PTSL implementation activities in Mangga
Village, Medan Tuntungan Subdistrict, Medan City. What is the implementation of
PTSL activities in Mangga Village and are there obstacles in the implementation?
The purpose of this study was to determine the legal conditions regarding the
registration of land ownership rights in a systematic manner. This research is an
empirical study that focuses on people's behavior. This study requires data
sources namely primary data, and secondary data for the next with the method
used in this writing is a method of qualitative analysis, and in drawing
conclusions are used Inductive thinking methods. The conclusion of this study is
the implementation of PTSL activities in the Mangga Village has been carried out
in accordance with the existing regulations from the initial stage of determining
the location until the certificate handover stage. The barriers that arise in this
activity are from the measurement of land, setting the boundary, and submitting
the certificate to the respondent. Researchers conducted interviews with twentyeight
respondents. Respondents were assisted by the National Land Agency and
PTSL Adjudication Committee in registering respondents' land.
