Abstract

Mining is a common activities, but there are still many illegal mining

operation in many area, including Batam City. Illegal mining can be controlled by

effective law enforcement. The following thesis is entitled "Law enforcement

against illegal sand mining as an effort to control environmental damage in Nongsa

sub-district, Batam City". The objective of this research is to know how the law

enforcement towards illegal sand mining will be as an effort to control

environmental damage in Nongsa sub-district, Batam City. This research is

categorized as empirical research. The main data used in this research are primary

data and supported by secondary data. This finding shows that according to spatial

planning regulation, mining operation is forbidden but in fact there is still mining

operation in Batam. The conclusion of the research is that the law enforcement

towards illegal sand mining by local Government was still not optimal because the

law enforcement was not done consistently and continuously. Besides, there was no

coordination among concerned agencies to get rid of illegal sand mining. It is

therefore recommended that the Government enforce regulation on spatial

planning consistently.
