The purpose of this research is to find out the effort, the constraints faced and
the effort to overcome the constraints of The Regional Goverment of the Lembata regency
to increasing education service in Senior High School relate to Specific Allocation Fund
(Dana Alokasi Khusus) in sub-distric Nubatukan Lembata regency. This research
employs empirical legal research which is conducted research which focuses on behavior
of law society. This research requires primary data and secondary data. The primary
data obtained directly from respondents and informants. Secondary data consists of
primary legal materials that are legislation and secondary legal materials are the law
books, journals, and websites. The data collection was done by primary data that is
collected with interviews, and secondary data collected with leterature review. The
location of this research is the Sub-district Nubatukan Lembata regency. The population
in this research is the Senior High School in Sub-district Nubatukan Lembata regency. In
determining sample used random sampling technique that randomly select from a number
of elements which have an equal chance to be selected, so the samples are taken is 40%
of 14 senior high school in the sub- district Nubatukan. Respondent in this research were
four school that have been selected into the samples and were taken by random sampling.
The method of analysis this research is qualitative analysis and conclusion using
inductive thinking method.
The results of this research is DPPO (Depertement of Education, Youth and
Sports) has been sought such as improving facilities and infrastructure to increase
Senior hihg school education service related to Specific Allocation Fund (DAK) in subdistrict
Nubatukan Lembata regency. However, there are still many constraints to faced
such as lack of allocation of Specific Allocation Fund (DAK) in the field of education in
Lembata regency, related to the difficult topography Lembata regency pursued, lack of
Spesifict Allocation Fund (DAK) for human resources (SDM), lack of coordination
between DPPO (Departement of Education, Youth, and Sports) and Implementing
Regional Technical Office of Education, Youth, and Sports (UPTD PPO) Nubatukan subdistrict.
To overcome these constraints, so make improving to allocation DAK in the field
of education in Lembata regency, improving facilities and infrastructure of road,
increasing DAK for human resources (SDM), increasing coordination between DPPO
and UPTD PPO in sub-district Nubatukan.
